The U.S. Department of Education has announced 19 finalists in the second round of the Race to the Top competition. Thirty-five states and Washington, D.C. applied for a slice of the remaining $3.4 billion after Tennessee and Delaware split $600 million in the first round.

States have been hustling to make their applications more competitive this time around by passing laws increasing the number of charter schools and adopting the new Common Core State Standards.

Secretary of Education Arne Duncan has said 10-12 winners will be announced in September.
